able that a definite decision should be reached as to whether

the fact of a person having been deported from Hongkong under the Amended Ordinance as an undesirable will deprive him necessarily of all claim to protection if he has been registered previously es a Eritish subject at any of His Majesty's Consulates in China or whether protection will only be withheld in such cases for particular reasons or in certain special circumstances and not as a general rule. presume that a person so deported will not forfeit his right to registration as a Eritish Subject if he takes up his re- sidence at a Treaty Port in China and produces a Hongkong birth certificate or other evidence of Eritish nationality

in support of his application.

In order that due effect

may be given to the instructions which it is decided to send to His Majesty's Consular Officers in China with respect to

this question it will be necessary for the Government of Hongkong to supply them either direct or through His Majest Legation with periodical lists of the persons deported unde
